More generally, don't expect Roman infantry to be RTW style meat grinders but they are very tanky in defensive testudo so as an anvil - almost any cavalry (e.g. Infantry in defensive testudo archers on barricades with special ammo scouts killing onagers and missiles, then rear charging. Manually fight every settlement defence - try to bleed the AI.Don't worry food and public order buildings give wealth too, so your economy will rise as public order stabilises. Use spies, governors and tax exemptions to stop revolts until your buildings are on stream. It's less important if frontier provinces can revolt - you will have armies nearby to put down the revolts. Focus on Italy to avoid civil war, then Africa and Spain as they are far from your armies. You want arenas and governors houses in all provinces but use "triage" - make wise choices about which provinces to prioritize (focus on the rate of decline of public order - happiness -90 (-1) is less urgent than -67 (-17). Focus your spending on public order buildings and the food/sanitation required to support them.Getting the Franks to attack the Saxons on turn 1 is the most striking example. Every turn check every faction and see if any at peace want to join your wars.Exempting a province from tax avoids these penalties. Farms and fishing ports are the top priority for food deficit provinces. Make sure every province has enough food - otherwise you get hit by 25% lower income and -20 happiness.Demolish all churches but one on turn 1 - this will give you a nice war chest and double your net income by getting rid of maintenance (I guess less than double on easy but on VH it is double).Personally, I conquer Britain - it's a more contained environment to fight the Celts and Viking precursors than Gaul. I'd probably avoid legendary - you don't want crashes to ruin your game. Note battle difficulty doesn't alter unit attack or defence stats (it mainly affects missile accuracy and morale), so it is less important than say RTW or WH. I'd recommend playing on at least very hard campaigns - the Romans are both superpowers in waiting with two humans at their head, all those tiny AI factions are doomed.

Clearer borders is a good mod too - you can trespass without realising. "Don't lie to me game" is useful to put bonus vs cav and infantry on the unit cards - those stats are really important.
Less important but similar is the "accumulative ancillaries" mod, which means if an ancillary says it gives 3 ranks of XP to an infantry recruit, it actually does so. 4% chance to become arrogant from entering a settlement).
